Frank Edozie
Team Leader
Frank Edozie is an engineer with experience in the energy industry spanning the petroleum and power sectors. He is the Team Leader at the UK Nigeria Infrastructure Advisory Facility. He was the Managing Director/Chief Executive Officer of Neconde Energy Limited, an oil and gas exploration and production company with operations in the Niger Delta. Frank had served as the Senior Special Adviser on Gas to the Honourable Minister of Power. Before this, he was the Commercial General Manager at the greenfield Olokola Liquified Natural Gas project as a Shell representative in the joint venture.

Dr Stella Odiase
Deputy Team Leader
Stella Odiase is a Lawyer and an International Development Practitioner with a Doctorate from the Institute of Development Studies at the University of Sussex. Her areas of expertise include energy policy and governance, socio-energy systems design and partnerships, social planning for energy transitions, and the decarbonisation of socio-energy systems. Currently, she serves as the Deputy Team Leader at UKNIAF, where she supports the integration of climate-specific, socio-economic and sustainability considerations into the programme’s portfolio of interventions.

Eyo Ekpo
Power Component Lead
Holder of two Master’s degrees in Law and War Studies, Eyo was called to the Nigerian Bar over 37+ years ago. Deep experience in Nigeria’s private and Federal/State public sectors, including being a Founding Partner in his law firm, Attorney-General/Commissioner for Justice, Cross River State; Commissioner, Nigerian Electricity Regulatory Commission; and Executive/Head, GE-Transportation, Nigeria. He is currently the Team Leader of the Power Sector Component at UKNIAF. Eyo is a highly regarded thought leader in electricity and infrastructure regulation, policy and reform who has, for over two decades, been at the leading edge of developments in these sectors in advisory and executive capacities in both public and private initiatives and projects.

Abdul Oladapo
Infrastructure Finance Component Lead
Abdul is an infrastructure investment, finance and PPP transaction professional with over 15 years’ industry experience in Africa, Asia and the UK. He is a Chartered Civil Engineer and Certified PPP Specialist with proven leadership skills and the ability to build, motivate and drive teams to deliver both at strategic and operational levels.
He is experienced in managing and leading investment and transaction teams right from the development stage through to fundraising/procurement and subsequently financial close. He provides added value in the investment process linking the technical, financial and legal work streams. He has experience in identifying and screening PPP opportunities, preparation of business cases including technical feasibility assessments, deal and financial structuring, and financial and economic modelling, value for money assessments and affordability analysis

Khadijat Baba-Muhammad
Director, MEL
Khadijat Baba-Muhammad is a senior Monitoring Evaluation and Learning expert. She currently leads the MEL team. With over 20years experience, she has designed and led implementation of MEL frameworks for FCDO- and World Bank- funded programmes (including UKNIAF, PATHS2, ENSURE, MinDiver and Nigeria for Women) as well as Federal and State Government clients including the Budget Office of the Federation, North-East Development Commission, the Ministry of Budget and Planning, Kaduna State Government and others. She led impact assessments of 755 MDG-funded projects. She also led validation of the M&E Framework of the National Social Investment Programme under the Office of the Vice President. Khadijat holds an M.Sc. in Investments from University of Birmingham. She is a fellow of the Nigerian Association of Evaluators

Ron Sircar
Project Manager, Infrastructure Finance Component
Ron Sircar manages the Infrastructure Finance (PPP) vertical of the United Kingdom’s Nigeria Infrastructure Advisory Facility (UKNIAF), a UK FCDO-funded program supporting the Nigerian government in mobilizing investment for critical climate-friendly infrastructure. His work focuses on removing financial and structural barriers to development and facilitating the delivery of sustainable infrastructure solutions.
With extensive experience in multilateral and bilateral International Development projects, Ron led and co-led projects at the World Bank Group’s IFC focusing on Smart-Cities and Circular Economy, working closely with IFC’s Infrastructure Investments Team. Ron has played a pivotal role in developing commercially viable circular economy solutions, engaging with stakeholders across government, private sector, industry associations, civil society, and international bodies such as the EU and US EPA. He has contributed to policy reform, business model innovation, and the formalization of informal markets.
He was selected to join the IFC and EU’s ‘Eco-Cities’ program to accelerate climate-smart urban infrastructure and has supported feasibility analyses across multiple sectors, including urban low-income sanitation, seawater desalination, rapid transport systems, off-grid solar, and plastics recycling. His contributions to knowledge-sharing have been recognized with the World Bank Group’s award for ‘Excellence in Knowledge Sharing.

Toju Briggs
MEL Manager
Toju Briggs holds a Law degree and is currently the Monitoring and Evaluation Manager at UKNIAF. She has over 20 years of experience spanning infrastructure development, project management, stakeholder engagement and advocacy. She previously served as Senior Component Manager at Enhancing Nigerian Advocacy for a Better Business Environment (ENABLE2) where she established sustainable platforms for policy dialogue between government and private sector stakeholders. At Nigeria Infrastructure Advisory Facility (NIAF), she provided project management support to Cities and Transport sectors, contributing to transport policies for state governments. Earlier roles include Contracts Manager at the UK’s Qualifications and Curriculum Development Agency, where she managed national curriculum assessments and developed tracking systems for a £26 million budget.

Aishatu Abdullahi
Portfolio Manager, IF Component
Aishatu Abdullahi is a Portfolio Manager for the Infrastructure Finance component of UKNIAF. With over 10 years of experience in the PPP sector, Aishatu has worked on significant projects for the Infrastructure Concession Regulatory Commission (ICRC), African Union and UN Women, building strong relationships across sectors , team leadership and strategic partnerships to drive development and economic growth. Her expertise spans project management, stakeholder engagement and resource mobilization, driving signifcant economic and social impact. Aishatu holds an Executive Master of Public Administration from New York University and is committed to fostering sustainable development in Nigeria.

Adeola Adebisi
Portfolio Manager, Power Component
Finance and energy professional with c.15 years of experience in investment banking, energy infrastructure, private and public sector advisory. Currently the Portfolio Manager for Power at UKNIAF and previously served as Special Adviser to the Lagos State Commissioner for Energy. Prior to this, she was Business Opportunity Manager (Power) at Axxela Limited and Investment Banking Associate at Vetiva Capital Management Limited. A Chartered Certified Accountant (FCCA), she holds leadership credentials from Harvard Kennedy School and the School of Politics, Poilcy and Governance (SPPG) and serves on multiple corporate boards.

Folake Aletan
Portfolio Coordinator, Power Component
Folake Aletan is a development professional with over 8 years of experience spanning academia, international development consulting, clean energy transition and private sector initiatives in Nigeria. She specialises in technical writing and has extensive expertise in developing high-quality concept notes, technical proposals, monitoring and evaluation frameworks/tools, and insightful reports to inform practicable solutions for donor organisations and private sector. Currently, the Portfolio Coordinator for the Power Component at UKNIAF, she provides technical support on strategic initiatives that influence policy, strengthen institutions, and improve service delivery for key stakeholders in the power sector. She holds a Bachelor of Science (First-Class honours) degree in Economics, a Master of Science degree in Economics from the University of Lagos, and a Project Management Professional (PMP) certification from the Project Management Institute (PMI).
